Summary About the Position: Must be able to satisfy the requirements of the 26JUL12 DODI 1400.25 V1230, DoD Civilian Personnel Management System: Employment in Foreign Areas and Employee Return Rights. Maintain effective management processes and a work environment conducive to integration of technical functions of planning, engineering, construction, real estate, contracting and resource management with programs and project management. Deputy for Programs and Project Management and Chief of the Programs and Project Management Division in Kuwait. Exercises considerable independent responsibility for accomplishing the district mission referring to the commander only on those matters involving major problems. Responsible for the vertical and horizontal integration of products to produce the projects and manage the program for the district. Management responsibilities involve projects requiring substantial technical effort by functional elements including Planning, Engineering, Construction, Operations and Real Estate. substantial product delivery support from support organizations such as Contracting, Resource' Management, Safety, Value Engineering, Logistics, and PAO. Assign projects to subordinate organizations via subordinate supervisors with consideration for the nature and scope of the project and the subordinate organizational entity specialty or unique qualifications to perform the assignment. Requirements Conditions of Employment Qualifications NOTE: All deployment tours are limited to a maximum length of 2 years total unless Mission changes require an extension; approval is required. Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 13 months by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of 2 years. Time-limited reassignments and changes to lower grade may exceed 2 years with command approval, however return rights may be impacted. * Current Army employee, this will be temporary reassignment, promotion or change to lower grade. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify for the position based on your experience, your resume must describe at least one year which prepared you to do the work in this job. Specialized Experience is defined as directing program and project management efforts in an overseas assignment with internal and external customers in order to assure project completion within established parameters; working to develop annual budgets that govern predicted construction efforts and commitment of resources; and monitoring construction progress across an organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
