Description of Job

The Colorado Department of Transportation (CDOT) has a vacancy for a licensed Transportation Design or Construction Professional Engineer in our Aurora location.

Design Engineering

  • Utilize professional engineering license to apply current engineering principles and theories, design specifications, and federal, state, and local design standards to develop plan sets and specifications for roadway projects. These projects consist of new construction or reconstruction of intersections, corridor widening, roadway surface treatment, bridge improvements, etc.

  • Request field survey, environmental study, traffic data, right-of-way information, hydrology/hydraulic design, structural design, utility locations/relocations, and other information as required.

  • Plan, organize, and manage studies that involve traffic/safety analysis, Planning and Environmental Linkage (PEL), and/or National Environmental Policy Act (NEPA) towards identifying engineering solutions and assess potential project impacts.

  • Organize scoping meeting, FIR and FOR meetings; work with the following CDOT Departments: Materials, Environmental, Traffic, Bridge, Survey, Utility and ROW, local stakeholders, and other specialty units to clear projects before advertisement.

  • Evaluate proposed project designs and determine changes in order to improve the project's serviceability, safety, maintenance and affordability.

  • Prepare and review plans, making decisions regarding layouts, alignments, standard designs, tabulations, specifications, quantities, acquisitions and clearances, etc., and prepare bid package.

  • Ensure timely project advertisement, while meeting both design and construction budgets.

  • Oversee the local agency projects and ensure engineering principles and standards are correctly applied and follow all federal and state regulations and processes.

  • Utilize the Professional Engineer’s experience and judgment to approve designs for assigned projects and to stamp the engineering plans.

    Construction Engineering

  • Operate as the Chief Engineer’s duly authorized representative in direct charge of the work, responsible for the administrative and satisfactory completion of transportation projects under construction.

  • Utilize professional engineering license to apply current engineering principles and theories, design specifications, and federal, state, and local standards to the construction of transportation projects. These projects consist of new construction or reconstruction of intersections, corridor widening, roadway surface treatment, bridge improvements, etc.

  • Certify that the contractor’s equipment, materials, workmanship, and products are in conformance with the contract, plans, and specifications by supervising, performing detailed inspections, and maintaining proper documentation.

  • Oversee local agency projects and ensure they are built according to plans, specifications, and follow all federal and state regulations and processes.

  • Act as the primary CDOT contact regarding project issues and questions.

Project Management

  • Use guidelines as appropriate to provide correct pay items and other project budgetary information.

  • Prepare, distribute, organize and file all plan documents and bid package;

  • Serve as a CDOT representative and provide expertise in meetings with public, local/state entities, businesses, railroads, special interest groups, and utilities.

  • Communicate with personnel in CDOT Head Quarters and other CDOT Region offices to exchange information, and to request recommendations and clarifications regarding project development and design (i.e. CDOT Survey, Bridge, Environmental, Right-of-Way, Hydraulic, Traffic and Maintenance Departments).

  • Participate on committees, task forces, and/or steering committees to help CDOT implement improvements and meet department goals.

  • Provide direction and resolve conflicting alternatives requested by specialty units.

  • Perform project scheduling; coordinate multiple project efforts to meet advertisement dates-and direct personal and Residency efforts to make the various schedules and budgets work.

Consultant Management

  • Manage the work of consultants and local agencies in order to accomplish project completions.

  • Inspect work performed by consultants to ensure compliance with the standards and specifications.

  • Responsible for the work hour estimates for task order preparation, approval and processing of consultant billings, and review of consultant deliverables.

  • Rate and review consultant projects and review consultant and contractor compliance with federally mandated programs and state requirements (i.e. EEO, AA, Davis-Bacon, OSHA. ADA, local ordinances, etc.).

  • Develop scope of services and initiate task orders in coordination with the Metro Denver Business Office’s practice guidelines.

  • Negotiate with consultants the work hours necessary to complete the work as defined in the scope of services.

  • Negotiate and recommend approval of task orders or supplemental contracts required for consultant services.

Other job duties as assigned.

Work Environment:

  • Primarily 8:00 am – 5:00 pm work hours, Monday-Friday with an opportunity for a flexible schedule

  • Design: approximately 80% spent in the office, 20% spent in the field

  • Construction: approximately 40% spent in the office, 60% spent in the field

  • During night projects, primarily 8 PM to 5 AM, typically Sunday night through Friday morning

  • Average work week 40-50 hours

  • Travel required during work hours throughoutArapahoeandDouglascounties to meetings and project sites

  • Occasional overnight travel 1-3 times a year throughout Colorado

  • Occasional evening and weekend work

  • Required to work in proximity to heavy traffic, in variable weather, and over variable terrain

  • Required to attend public or night meetings a few times a year

  • Required to lift up to 50 lbs.

  • Required to operate CDOT vehicles

  • May be required to work on road closures during emergency situations

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications:

  • Current, valid licensure as a Professional Engineer from theColoradoState Board of Licensure for Architects, Professional Engineers, and Professional Land Surveyors

    OR

  • Current, valid licensure as a Professional Engineer from another U.S. state's Board of Licensure. If meeting qualifications with an out-of-state PE license, it would be a condition of employment to obtain your Colorado PE license within six months of hire.

    The exceptional applicant will possess the proven ability or accomplishment in the following:

  • Knowledge and experience with the CDOT Design Manual, AASHTO Design Guides, CDOT Planning and Environmental Linkages Manual, CDOT Materials Manual, CDOT Project Development Manual, CDOT Standards & Specifications Manual, CDOT M&S Standards, CDOT Construction Manual, MUTCD, Public Rights-of-Way Accessibility Guidelines (PROWAG), and other industry design standards.

  • Ability to mentor, train, and lead non-professional staff.

  • Ability to oversee consultants and contractors.

  • Proven ability to manage multiple assignments, priorities, and projects in a demanding environment.

  • Ability to work under tight budgets and deadlines and be adaptable to changing assignments.
