Summary

Coral Gables has a residential population of approximately 51,133 and encompasses 12.92 square miles southwest of Miami in Miami-Dade County, Florida. Since its incorporation in 1925, it has been considered one of South Florida's premier residential communities. The City has approximately 11 million square feet of office space and has developed into an international center of commerce serving as divisional headquarters for more than 150 multinational companies and 19 consulates and trade offices. The downtown area of Coral Gables is a vibrant business environment due to its central location, proximity to international travel hubs, quality dining, and exceptional hotels. The University of Miami, the largest private employer in Coral Gables, instructs approximately 17,000 students and employs approximately 15,100 full-time faculty and staff.

The City of Coral Gables supports both the residential and business sectors with excellent City services, having attained the highest possible standards in every field. The City employs 846 FTE’s who collectively provide a full array of municipal services. Many Coral Gables employees are represented by labor unions. The City has made a strong commitment to municipal excellence which is evidenced by numerous nationally recognized awards and achievements. A few examples include AAA bond ratings by all three national rating agencies and fully accredited Police and Fire Departments. In fact, in 2014, the City's Police Department earned its seventh re accreditation from the Commission on Accreditation for Law Enforcement Agencies (CALEA), the international gold standard in public safety. The City's Fire Department is one of only a handful of fire departments nationally to hold the distinction of Class 1 status for providing exemplary fire protection to the community. In addition, in 1993, Coral Gables became the first municipality ever to receive the National Emergency Management Award. The City’s Recreation Department is one of only 155 departments accredited by the Commission for Accreditation of Park and Recreation Agencies (CAPRA).

The City of Coral Gables is governed by a Commission-Manager form of government. Within this framework, the City's residents elect a five-member City Commission charged with providing community leadership and developing policies to guide the City Administration's delivery of services. The Commission appoints the City Manager who serves as chief administrator of the City and ensures that the Commission's policies are properly executed. The Commission also appoints the City Attorney and the City Clerk. Coral Gables' City Commissioners are elected to four-year, staggered terms. The Mayor serves for two years.

Pursuant to the City Charter, the Manager appoints and removes all employees in the administrative service of the City. The City Manager’s Office directs the daily activities of the City functions, oversees a budget of $195 million and serves a community of approximately 51,133 residents within a 12.92 square mile area.

Job Duties and Responsibilities

Under the broad policy guidance of the City Manager, the Assistant City Manager for Operations and Infrastructure (ACM) serves as a key member of the City's leadership team with direct responsibility for the effective implementation of City-wide strategic and operating initiatives and policies. The ACM directs and oversees operations of the City’s line functions including the Public Works, Development Services which includes Planning and Zoning, Building, and Code Enforcement, Economic Development, Information Technology, Parking, Community Recreation, Historic Resources and Cultural Arts Departments. The ACM will also have oversight coordination and implementation responsibility over the City’s a multi-year, multi-million-dollar capital improvement plan with responsibility for ensuring that projects are delivered in a timely, high quality and cost-efficient manner. The ACM oversees approximately 350 full-time and 150 part-time employees.

The ideal candidate must be able to think strategically and exercise considerable initiative and independent judgment. Must also be a creative thinker, a visionary leader and is a person who understands responsibility and accountability. The position requires strong organizational, leadership, and responsible skills, experienced in developing and implementing important process improvements. This is a highly visible position which demands excellent communication, high integrity presentation, negotiation, and management skills.

Qualifications

Bachelor's degree in Engineering, Planning, Architecture, Construction Management, Public Administration, or related field required.

Master's degree in Engineering, Planning, Architecture, Construction Management, Public Administration, or PE preferred.

At least ten (10) years of progressively responsible executive management level experience in a municipal or county government. A combination of private and public sector experience would be a plus.

Additional Information

This is a designated classification in the City's Emergency Operations Plan and will require the employee occupying this position to work during critical incidents and/or declared emergencies. Completion of appropriate level of National Incident Management System (NIMS) training is mandatory within one (1) year of employment.

HOLIDAYS: 12 observed holidays.

FLOATING HOLIDAYS: 5 days per fiscal year (pro-rate depending on start date).

SICK LEAVE: 110 hours annually.

ANNUAL LEAVE: 120 hours in the first year of employment, increasing up to 248 after 25 years. Employees must take 40 hours of annual leave each year.

BEREAVEMENT LEAVE: 5 or 10 days for the death of a family member in accordance with the City's Personnel Rules & Regulations.

HEALTH SCREENING: Annual medical screening.

HEALTH INSURANCE: Fully paid by the City (HMO Select). Coverage becomes effective 1st of month following 30 days. Employee may purchase coverage for eligible dependents at a cost of approximately 50% of the premium.

DENTAL INSURANCE: Available at a cost to all employees through payroll deduction.

VISION INSURANCE: Available at a cost to all employees through payroll deduction.

POST EMPLOYEE HEALTH PLAN (PEHP): $1,200 annually.

LIFE INSURANCE: Term Life and Accidental Death and Dismemberment equal to 1 x annual salary (up to $200,000) fully paid by the City.

TRAVEL ACCIDENTAL DEATH AND DISMEMBERMENT (AD&D): Travel Accidental Death and Dismemberment policy with a $300,000 death benefit, fully paid by the City.

TUITION REIMBURSEMENT: Up to $6,000 per year for degree seeking accredited education program and/or for job related professional certifications and/or professional job related certificate programs.

VEHICLE ALLOWANCE: $650 for special operational assignments identified by the City Manager. $500 for Directors. $300 for Assistant Directors/Division Chiefs (unless City provides a Take Home Vehicle).

VOLUNTARY BENEFITS: Several plans are available, such as Short Term Disability, Life Insurance and Critical Illness policies through payroll deductions.

LEGAL SERVICES: Legal Service plan available at a cost to all employees through payroll deductions.

DEFERRED COMPENSATION: Employees may defer a portion of their pre-tax salary in the 457 Deferred Compensation Program.

RECREATIONAL USE: Employee, spouse and immediate family members seventeen (17) years of age and under are entitled to the benefits below:

  • Venetian Pool – No charge for daily admission.

  • Tennis Centers – No charge for daily court fees

  • Youth Center – 50% off residential rates for memberships and 25% off camps and other programs.

Golf at Biltmore & Granada:

  • Monday through Friday – no charge

  • Saturday, Sunday and Holidays:

    - Before Noon – Twilight fees apply - After Noon – No charge (cart fees apply at all times)

RETIREMENT: Employees have an option to participate in the Coral Gables Retirement System or a 401(a) defined contribution plan provided by the City.
